This is an original buvard (ink blotter) from the Absinthe Girond distillery located in St. Etienne, in south central France. Buvards were used as thick, absorbent papers to blot ink from a fountain pen used in writing. They were also sometimes used to soak up the excess ink left on parchment after writing with a fountain pen.
